Why Africa, Nigeria Not On Google Play Credit

Recently, Google disclosed that it has expanded its ‘Play balances’ to cover Newsstand subscriptions. And that it does not benefit anyone who lives in any of the 31 European Economic Area countries.
Countries that benefited includes USA, Canada, Italy, Argentina.
However Nigeria and other African countries are not included because there are no contents available for them.
Play balances could be used to purchase some combination of apps, movies, books, music, or in-app subscriptions in more than 40 countries.
Speaking to Gtech news, Google said, Newsstand is available worldwide, Paid Newsstand content is available in just 39 countries at the moment- sadly not in any country in Africa.
“This means subscriptions aren’t available. Actually, apart from paid Android apps, no other Play content apps are available in Nigeria at the moment. It is in Europe because a lot of the paid Play content are available there. You can’t be talking about using balances to make purchase when the paid content isn’t available”. Google recently included Newsstand subscriptions in the list for some countries and added this language to its Google Play Help page:
“In European Economic Area member countries, Google Play balance cannot be used for Google Play Newsstand subscriptions.”
Play Newsstand offers a wide selection of news sources, magazines, and interactive magazines to choose from. Content can also be downloaded for offline consumption.
